Family reunion visa for moving to permanent residence
To apply for this kind of visa is available for:
a) spouses;
b) the partners with whom the Union citizen has contracted a registered partnership, on the basis of the legislation of a Member State, if the legislation of the host Member State treats registered partnerships as equivalent to marriage and in accordance with the conditions laid down in the relevant legislation of the host Member State;
c) the direct descendants who are under the age of 21 or are dependants and those of the spouse or partner as defined in point b);
d) the dependent direct relatives in the ascending line and those of the spouse or partner as defined in point.
Kindly note that:
If an inviting person is an EU citizen of age having a permanent residence in Italy, an applicant should apply for “D” visa type. As of June, 01, 2024, when applying for a Family reunion visa, if an inviting person is the EU citizen, a national visa type D for 365 days is issued. Consular fee isn’t waived. Nulla Osta isn’t required.
If an inviting person is non-EU citizen of age having a permanent residence in Italy, an applicant should apply for “D” visa type.
To apply for visa «D» all documents must be translated into Italian. Translations must be done by the translators accredited by the Consulate General of f Italy in Moscow and legalized by the Consulate General itself, otherwise must be notarized and apostilled. The documents in English aren’t required to be translated. During the first 8 days of stay in Italy, the applicant should request a residence permit (Permesso di soggiorno) in Questura.
1. Invitation letter (link) in the established standard form with indicating ‘Motivi familiari’ as a reason of a visit (for EU citizens family member)
2. Nulla Osta al ricongiungimento (for non-EU citizens close relatives)
Official permission from the United Immigration Service at the Prefecture of Italy, valid for no more than 6 months
3. The copy of the identity card (if an inviting person is an EU-citizen). The copy of permit of stay (if an inviting person is not an EU-citizen).
4. Civil registry documents in accordance with Art. 2 Italian Government Decree 30/2007
Apostilled and translated into Italian. Or marrige certificate/equal document in case of registered partnership officially registered in Italy.

Visa type “D” for EU family members– free of charge
Visa type “D” for non-EU close relatives– 116 euro
9. Confirmations the applicant is a dependent in the form of regular cash assistance received by him from an Italian/EU citizen residing in Italy and documents on the financial situation of the applicant, if applicable.

12. For minors under the age of 18, there should be also provided:
- a birth certificate (original and copy),
- a notarized consent form to leave for a permanent residence in Italy signed by the second parent (both original and a copy / a verified copy by notary),
- a photocopy of the national passport of the parent who provides a consent.
